Puget Sound Chapter NCMA Thursday, February 24, 2005 5:15 PM - 7:30 PM Qwest Field, Press Lounge “Homeland Security”
Please join us…. in welcoming 3 guest speakers who will share information about a topic that everyone has been asking for: Homeland Security. The first presentation will highlight the various international border, seaport and cargo security programs the United States Government is currently sponsoring. Special emphasis will be placed on the National Nuclear Security Administration’s (NNSA’s) Megaports Initiative that installs radiation detection equipment and trains foreign customs and law enforcement officials at strategic international seaports to pre-screen cargo containers prior to arrival at US ports of entry. The second presentation covers creative contracting approaches that manage to stay within Federal guidelines. From our third speaker, we will hear about Air Traffic Management initiatives and efforts to improve coordination of aviation security across multiple agencies. Join us on February 24th to find out much more about Homeland Security. Attendance certifications with 2 hours of training credit will be provided.
Location, Parking: Qwest Field is located at 800 Occidental Ave. S. Seattle, WA. 98134. Parking is $5 per car after 5 PM in the Stadium North Lot. Please park in the Stadium North Lot, the entrance is at the junction of 2nd Ave. S. and King St. Parking is paid upon entering. Enter the large north gates and proceed into the NW VIP Lounge. Speaker’s Profile
Mr. David Kostorowski David Kostorowski is a Program Manager within the International Security and Nonproliferation Group at the Pacific Northwest National Laboratory (PNNL). He has spent the past eight years managing various cooperative nuclear materials security and nonproliferation initiatives, spending most of this time overseeing the implementation of Material Protection Control and Accounting (MPC&A) upgrades at Ministry of Atomic Energy and Ministry of Defense sites of the Russian Federation. Before joining PNNL, Mr. Kostorowski was the Deputy Director of the Office of Nuclear Warhead Protection within the Department of Energy’s Office of International Materials Protection and Emergency Cooperation (NA-25). In his current role, Mr. Kostorowski serves as the PNNL Program Manager for the Second Line of Defense/Megaports Initiative that works with foreign partners to install radiation detection equipment at strategic border crossings and international seaports. Mr. Kostorowski received his undergraduate degree from Washington State University in Business Administration and also has a Master’s of Business Administration from Southeastern University.
Mr. Bill AvedovechBill Avedovech, Battelle, Contract Specialist and NCMA Northwest Regional Vice-President. The majority Bill’s contracts life at Battelle has centered on negotiating contracts with Russian and Ukrainian nuclear power plants converting weapons grade nuclear reactors to commercial nuclear power plants. In December 2001, Bill was asked to join the other Russian program at Battelle tasked to team with the Russian Nuclear Regulatory agency, MinAtom, in helping to safeguard and upgrade their nuclear sites. Part 2 of Bill’s current assignment is to provide contracts support to Battelle’s Second Line of Defense program, which supports the U.S. Department of Homeland Security in training U.S. and FSU border guards and customs agents in detection & interdiction of unauthorized shipment of radioactive & hazardous materials. Funded by DoE, the current task is daunting, the goal critical in securing these materials from terrorists and rogue states, and the job challenging and rewarding. Board Member; Columbia Basin Chapter, NCMA. Bill will talk about Contracts interaction with these programs and people, and highlight some of the difficulties and challenges facing the Contracts Specialist in procurements and subcontracting for "Megaports" and Battelle's RADACAD programs. Mr. John MooreJohn is a manager in Boeing Phantom Works, Advanced Network Centric Operations group. He currently leads a team developing the business case and technical architecture for implementing modern network centric capabilities across the Federal Aviation Administration (FAA) and the national airspace. A key benefit of network centric operations for the FAA is improved coordination with other agencies monitoring aircraft movements, such as Department of Homeland Security and Department of Defense. Boeing is leading an industry/government team in a demonstration of enhanced aviation security through applying network centric systems and operations across multiple agencies. |
