William A. Shook Bio

Bill Shook joined the firm in 1985. His practice focuses on government contract law and federal procurement policy, including business counseling and the representation of clients in bid protests and claims against the government. He has served as counsel for the Commercial Product Acquisition Team (COMPACT) which focused early attention on the government's lack of effort in buying commercial products.

Bill's practice places a particular emphasis on representing companies selling commercial products and services to the government. He counsels clients on the various aspects of procurement statutes and regulation and is an active litigator in the U.S. Court of Federal Claims, at the Government Accountability Office and Boards of Contract Appeals.  Bill is the author of Government Contract Law 2nd Edition published by Carolina Academic Press and is an adjunct professor of law at Washington & Lee University School of Law in Lexington, Virginia.

He joined the firm after eight years of experience as chief investigator for the Subcommittee on Limitations of Contracted and Delegated Authority; as legislative investigator to Sen. Max Baucus on the Senate Judiciary Committee and as special assistant to Congressman John E. Moss on the House Commerce Oversight and Investigations Subcommittee. In these roles, Bill investigated procurement activities of various federal agencies and government contractors.  His experience with working with procurement policy issues allows him to work with clients to seek legislative remedies when appropriate.

Bill is an active instructor for Federal Publications Seminars, a Thomson West business and has been teaching seminars on government contract issues since 1988.
